However, i always have doubt with anything that's written in Top Gear. Stig, himself is only a marketing figure, which changes over the years. Hence, creditability is doubtful. And thought the words used, it looks like its from Jeremey Clarkson than the actual Stig. No doubt the Civic R is not a bad car, but its definitely ain't at the top at all as averagely reviewed by different sources.

I read a review saying its just a early spec type-r with a different shell and slightly more refined for road use.

So, you mean its based on the EP3 chassic? From what i see, it has the same type of rear suspension as RColt, which is Torsion beam rear suspension. I don't remember EP3 has that as its rear sussy.....
